I. Purpose
To establish a standard guideline for minimum qualifications to be an EMS Line Officer.
II. Definition
MFRI – Maryland Fire Rescue Institute.
MFSPQB – Maryland Fire Service Personnel Qualifications Board.
DWI – Driving While Intoxicated.
DUI – Driving Under the Influence.

III. EMS Chief
A. The qualifications for EMS Chief are as follows:
1. Shall be at least 21 years of age.
2. Shall have 5 years of experience in EMS.
3. Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
4. Shall have a minimum certification as Maryland EMT-B or higher & maintain such certifications while in office.
5. Shall have successfully completed MFRI Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
. a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent.
e. ICS-300: Intermediate ICS or equivalent
f. ICS-400: Advanced ICS or equivalent
7. The following training is recommended
a. MFRI Emergency Medical Officer I or equivalent.
b. MFRI Hazardous Materials Operations or equivalent.
IV. Deputy EMS Chief(s)
A. The qualifications for Deputy EMS Chief are as follows:
1. Shall be at least 21 years of age.
2. Shall have 3 years of experience in EMS.
3. Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
4. Shall have a minimum certification as a Maryland EMT-B or higher & maintain such certification while in office.
5. Shall have successfully completed Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent.
e. ICS-300: Intermediate ICS or equivalent.
7. The following training is recommended
a. MFRI Emergency Medical Officer I or equivalent.
b. MFRI Hazardous Materials Operations or equivalent.
c. NIMS – ICS-400: Advanced ICS or equivalent.
V. Assistant EMS Chief(s)
A. The qualifications for Assistant EMS Chief are as follows:
1. Must be at least 20 years of age.
2. Shall have 3 years of experience in EMS.
3. Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
4. Shall have a minimum certification as a Maryland EMR or higher & maintain such certification while in office.
5. Shall successfully completed MFRI Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent.
e. ICS-300: Intermediate ICS or equivalent.
7. The following training is recommended.
a. MFRI Hazardous Materials Operations for equivalent.
b. NIMS – ICS-400: Advanced ICS or equivalent.
VI. EMS Captain(s)
A. The qualifications for EMS Captain(s) are as follows:
1. Shall be at least 19 years of age.
2. Shall have 2 years of experience in EMS.
3. Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
4. Shall have minimum certification of a Maryland EMR or higher & maintain such certification while in officer.
5. Shall successfully completed MFRI Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS- 800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent.
7. The following training is recommended.
a. MFRI Hazardous Material Operations or equivalent.
b. NIMS – ICS-300: Intermediate ICS or equivalent.
VII. EMS Lieutenant(s) and EMS Sergeant(s)
A. The qualifications for EMS Lieutenant(s) and EMS Sergeant(s) are as follows:
1. Shall be at least 18 years of age.
2. Shall have 2 years of experiences in EMS.
3. Shall have a valid Maryland driver’s license or equivalent, with no record for DWI or DUI within the last two years.
4. Shall have minimum certification as a Maryland EMR or higher & maintain such certification while in office.
5. Shall have successfully completed MFRI Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent as determined.
7. The following training is recommended.
a. MFRI Hazardous Materials Operations.
b. NIMS – ICS-300: Intermediate ICS or equivalent.
VIII. EMS Safety Officer
A. The qualifications for EMS Safety Officer are as follows:
1. Shall be at least 21 years of age
2. Shall have 3 years of experience in EMS.
3. Shall have a valid Maryland driver’s license, with no record for DWI or DUI within the last two years.
4. Shall have a minimum certification as a Maryland EMT-B or higher & maintain such certification while in office.
5. Shall have successfully completed MFRI Hazardous Materials Awareness or equivalent.
6. Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent as determined.
e. ICS-300: Intermediate ICS or equivalent.
7. The following training is recommended
a. MFRI Emergency Medical Officer I or equivalent
b. MFRI Hazardous Materials Operations or equivalent
c. MFRI Incident Safety Officer.
d. NIMS – ICS-400: Advanced ICS or equivalent.
IX. EMS Chief Engineer & Assistant EMS Chief Engineer(s)
A. The qualifications for EMS Chief Engineer and Assistant EMS Chief Engineer(s) are as
follows:
Shall be at least 21 years of age
Shall have 2 years of experience in fire suppression.
Shall have a valid Maryland Class “C” driver’s license, with no record for DWI or DUI within the last two years.
Shall have successfully competed MFRI Hazardous Materials Awareness or equivalent.
Shall have successfully completed Company/Department Diver Operator Training Program.
Shall have successfully completed the following NIMS training.
a. FEMA IS-700: NIMS, An Introduction.
b. FEMA IS-800: National Response Framework, An Introduction.
c. ICS-100: Introduction to ICS or equivalent.
d. ICS-200: Basic ICS or equivalent.
7. The following training is recommended.
a. MFRI Hazardous Materials Operations for equivalent.
b. MFRI Emergency Vehicle Operator Course or equivalent.
