I. Purpose
To establish standard guidelines for Entry Level EMS Clinician and Support EMS Clinician and BLS EMS Clinician and ALS EMS Clinician, EMS Apparatus Operator and Rescue Boat Support Personnel and Rescue Boat Operator Qualifications.
II. Definition

CPR – Cardiopulmonary Resuscitation
MFRI – Maryland Fire Rescue Institute
DSFS – Delaware State Fire School
EMR – Emergency Medical Responder
EMT – Emergency Medical Technician
III. Policy
A. It shall be the policy of the Kent County Chiefs’ Association for members of a Kent County Volunteer Fire/EMS/Rescue Company/Department to be able to ride and/or operate the EMS Apparatus in accordance with Kent County Chiefs’ Association S.O.G. 1-1-32
IV. Entry Level EMS Clinician
A. The qualifications for Entry Level EMS Clinician are as follows.
1. Must complete the following training before being allowed to ride the EMS apparatus.
a. The members Company/Department new member orientation for EMS.
b. Must successfully complete FEMA IS-700: NIMS, An Introduction.
c. Must successfully complete FEMA IC-800: National Response Framework, An Introduction.
2. Must complete the following training within six months.
a. CPR
b. ICS-100: Introduction to ICS or equivalent as determined by the Kent County Chiefs’ Association.
c. ICS-200: Basic ICS or equivalent as determined by the Kent County Chiefs’ Association.
3. According with Kent County Chiefs’ Association S.O.G. 1-1-5 Entry Level EMS Provider shall be issued a yellow helmet if applicable.
a. If Entry Level EMS Clinician is an interior firefighter, they shall be issued a black
helmet.
V. Support EMS Clinician
A. The qualifications for Support EMS Clinician are as follows.
1. Must meet the qualifications for Support EMS Clinician.
2. Must successfully complete the following training
a. Emergency Medical Responder.
b. MFRI Hazardous Materials Awareness or equivalent as determined by the Kent
County Chiefs’ Association.
3. Must successfully complete the Kent County Office of Emergency Services Clinician
clearance policy for EMR.
4. According to Kent County Chiefs’ Association S.O.G. 1-1-5, Support EMS Provider shall be issued a yellow helmet if applicable.
a. If Support EMS Clinician is an interior firefighter, they shall issued a black helmet.
VI. BLS EMS Clinician
A. The qualifications for BLS EMS Clinician are as follows.
1. Must meet the qualifications for Entry Level EMS Clinician
2. Must successfully complete the following training.
a. Maryland Emergency Medical Technician – Basic
b. MFRI Hazardous Materials Awareness or equivalent as determined by the
Kent County Chiefs’ Association.
3. Must successfully complete the Kent County Office of Emergency Services Clinician clearance policy for EMT.
4. According to Kent County Chiefs’ Association S.O.G. 1-1-5, BLS EMS Provider shall
be issued a yellow helmet if applicable.
a. If BLS EMS Clinician is an interior firefighter, they shall issued a black helmet.
VII. ALS EMS Clinician
The qualifications for ALS EMS Clinician are as follows.
1. Must meet the qualifications for Entry Level EMS Clinician
2. Must successfully complete the following training.
a. National Register Emergency Medical Technician – Paramedic
b. MFRI Hazardous Materials Awareness or equivalent as determined by the
Kent County Chiefs’ Association.
3. Must successfully complete the Kent County Office of Emergency Services Clinician clearance policy for ALS Provider.
4. According to Kent County Chiefs’ Association S.O.G. 1-1-5, ALS EMS Provider shall
be issued a yellow helmet if applicable.
a. If ALS EMS Clinician is an interior firefighter, they shall issued a yellow helmet.
VIII. EMS Apparatus Driver Operator
A. The qualifications for EMS Apparatus Driver Operator are as follows.
1. Must meet the qualifications for Entry Level EMS Clinician
2. Must meet the qualifications set forth by the members Company/Department
3. Must successfully complete MFRI Hazardous Materials Awareness or
equivalent as determined by the Kent County Chiefs’ Association.
4. According to Kent County Chiefs’ Association S.O.G. 1-1-5, EMS Apparatus Driver Operator shall be issued a yellow helmet if applicable.
a. If EMS Apparatus Driver is an interior firefighter, they shall issued a black helmet.
IX. Rescue Boat Support Personnel
A. The qualifications for Rescue Boat Support Personnel are as follows:
1. Must meet the qualifications for EMS Support Clinician
2. Must meet the qualifications set for by the members Company/Department
3. Must successfully complete the Maryland Basic Boating Course or equivalent as determined by the Kent County Chiefs’ Association.
4. Shall be familiar with all equipment carried on the Fire Boat.
X. Rescue Boat Operator
A. The qualifications for Rescue Boat Operator are as follows.
1. Must meet the qualifications for EMS Support Clinician
2. Must meet the qualifications set forth by the members Company/Department
3. Must successfully complete the Maryland Basic Boating Course or equivalent as determined by the Kent County Chiefs Association.
4. Must successfully complete the Maryland Natural Resource Police Level 3 Boat Operators Verification Program or equivalent as determined by the Kent County Chiefs’ Association.
5. Must successfully complete MFRI Hazardous Materials Awareness or equivalent as determined by the Kent County Chiefs’ Association.
6. Shall be familiar with all equipment carried on the Rescue Boat.
